Burkina Faso is, according to FANAF's 2026 "Spécial Chiffres" relayed by Atlas Magazine, the fourth-largest market in the zone with around XOF 163 billion of premiums in 2024 — 91 billion non-life and 72 billion life. Life makes up 44% of the total, one of the highest shares in the CIMA zone, ahead of motor (20%) and personal accident and health (16%). Penetration stood near 1.1% of GDP at the sector's 2023 national conference.
Insurers sit within the APSAB (17 members) and brokers within the APCAB, which claims about forty firms. Broking is concentrated in Ouagadougou and Bobo-Dioulasso, around banks, mines, NGOs and transport risks.
One structural feature: imported goods must be insured locally from a FOB value of XOF 500,000, and the insurance certificate has been checked on the SYLVIE customs platform since 2022. That import desk is recurring business for brokerages — and the security situation makes remote client relationships, hence WhatsApp, all the more central.
Supervision sits with the Direction des Assurances, housed in the Treasury directorate (DGTCP) of the Ministry of Economy and Finance, under the regional oversight of the CIMA and its CRCA. A broking licence, a financial guarantee and professional indemnity cover are prerequisites.
Article 13 of the CIMA Code applies: cover starts only when the premium is paid, an insurer may neither write nor renew an unpaid policy, and the 60-day exception for large premiums excludes motor, health and cargo. For import insurance the certificate must come from an insurer licensed in Burkina Faso: letting a client insure containers abroad exposes them to a customs block.
On data, Law 001-2021 of 30 March 2021 replaced the 2004 act and strengthened the CIL: information duties, security, consent for prospecting. The firm's WhatsApp conversations belong on a business number, with documented opt-in, and ID scans must not live in staff photo galleries.
Burkinabè brokers work largely at a distance: between Ouagadougou, Bobo-Dioulasso and clients who have relocated or operate in hard-to-reach areas, WhatsApp replaces the physical meeting. Motor quotes from a photo of the registration card, import certificates sent to the freight forwarder as PDFs, health administration for NGOs — everything runs through the app, in French, often with Mooré or Dioula voice notes.
Retail premiums are paid via Orange Money, Moov Money or Telecel Money; Wave has been rolling out since 2026. Companies pay by transfer or cheque. The transfer screenshot serves as interim proof until the receipt is issued.
Local traps: promising cover before collection to "help out" a hurried haulier, keeping ID scans in the phone gallery, chasing a displaced client without checking the number is still live, or posting rates in traders' WhatsApp groups — competitors read them too.
For a Ouagadougou firm, ORIS structures what already exists: the brokerage's WhatsApp number becomes a WhatsApp Business API number behind a shared inbox, the book is imported by CSV, and every conversation is linked to a client and their policies.
Segments serve the Burkinabè routine: importers to recontact at each shipment, fleets with expiring third-party cover, life policies with late contributions. Campaigns use Meta-approved templates with amount, due date and payment method (Orange Money, Moov Money) as variables. The AI classifies replies, drafts answers and escalates sensitive cases; audit logs keep evidence for both the CIL and the Direction des Assurances.
