Benin's insurance market is small but growing fast. The 2023 market report of ASA Bénin, the insurers' association, records premiums of XOF 101 billion, up 65% since 2019, across 13 companies (7 non-life, 6 life). Non-life makes up 55%, driven by personal accident and health (35% of non-life) and motor (30%); four insurers write over 80% of non-life business. Penetration remains below 1% of GDP.
Distribution relies on company networks and on a broking community concentrated in Cotonou that handles the risks of port operators, cement producers, banks and international organisations. The motor pools were merged in 2024 into a single economic interest grouping, which simplifies access to third-party motor cover for intermediaries.
Beninese brokers stand out on group health and fleets; on personal lines they compete with insurers' branches and, increasingly, with products distributed by mobile operators. Their edge is responsiveness: an SME owner in Akpakpa expects a quote the same day, on WhatsApp, and a certificate as soon as the premium is paid.
Intermediaries are supervised by the Direction des Assurances, a technical directorate of the Directorate-General for Economic Affairs at the Ministry of Economy and Finance, with the CIMA as regional supervisor. A broking licence is granted by the minister after review by the DA, which keeps the list of licensed brokers.
Article 13 of the CIMA Code requires payment before cover: the policy only takes effect once the premium is paid, and the minimum third-party motor tariff is set by ministerial order. A broker who confirms cover on WhatsApp before collection is at fault towards both the insurer and the regulator.
Personal data is governed by Book V of the Digital Code (Law 2017-20), one of the most comprehensive texts in the region, under the supervision of the APDP. The firm must appoint a responsible person, declare or seek authorisation for its processing depending on its nature, inform policyholders and secure documents. On WhatsApp, prior opt-in for prospecting is mandatory and the right to object must be exercisable with a simple message.
In Cotonou as in Parakou, WhatsApp carries most broker-client exchanges: registration document photos, health pre-authorisation requests, accident reports photographed at the roadside. Individuals pay premiums via MTN MoMo or Moov Money, companies by bank transfer. Benin moved to a ten-digit numbering plan, so imported WhatsApp numbers must be updated with the 01 prefix or messages will simply not arrive.
The best-organised firms run a dedicated business number, reply in French with Fon voice notes when the client prefers, and send the PDF certificate as soon as the payment screenshot arrives. Motor renewals are reminded ten days ahead with the amount and the payment method.

Campaigns rely on Meta-approved templates with the amount and due date as variables and a mention of payment via MTN MoMo or Moov Money. Replies are classified by the AI (opportunity, risk, service question); delicate cases are routed to an account handler. Audit logs and CSV export give the principal the traceability that the APDP and the Direction des Assurances may request.
