Insurance broking in Ireland

Ireland combines a strong broking tradition with a market concentrated among a few insurers (Allianz, AXA, Aviva, Zurich, FBD, Liberty). The Irish broker is usually a generalist: motor and home for households, commercial, liability and pub cover for traders, and in rural areas farm insurance, a significant segment nationally. Many firms are also life, pensions and protection intermediaries and advise on private health cover (VHI, Laya, Irish Life Health).

The profession is represented by Brokers Ireland, formed by the merger of the IBA and PIBA, which gathers the large majority of firms and deals with the Central Bank and insurers. Brokers run on management systems such as Relay or Applied and on insurer extranets; personal lines has seen consolidation, but the town brokerage of 5 to 30 people remains the norm.

The cost of insurance, particularly motor and liability, is a permanent political topic in Ireland, which makes clients price-sensitive and inclined to shop around at renewal. The broker who explains, compares and stays reachable keeps clients; the one who merely forwards the renewal notice loses them to direct writers.

Compliance: what a brokerage must respect

A broker must be authorised by the Central Bank of Ireland under the European Union (Insurance Distribution) Regulations 2018, and often under the Investment Intermediaries Act as well for investment products. It applies the Consumer Protection Code, whose revised version, published in March 2025, has applied since 24 March 2026: consumer information, complaints handling, vulnerable customers, digital communications. The Minimum Competency Code governs qualifications and the Fitness and Probity regime covers senior staff.

Personal data falls under the GDPR and the Data Protection Act 2018, supervised by the Data Protection Commission, one of Europe's most active regulators. Electronic marketing to individuals needs prior consent under the Irish ePrivacy Regulations (S.I. 336/2011), WhatsApp included; service messages about an existing policy are not marketing.

The Consumer Protection Code requires firms to retain records of client communications and to produce them on request; a WhatsApp thread on an employee's phone cannot do that. A firm number on the WhatsApp Business API, with an exportable history attached to the client file, meets the requirement. Formal documents such as the statement of suitability and the renewal notice still go by post or email.

WhatsApp in brokers' daily practice

WhatsApp is the dominant messenger in Ireland by a wide margin, and clients already use it with their broker: a photo of the insurance disc, an NCT date to check, proof for a home policy, a question about a premium increase. In many firms the office WhatsApp number is in fact a partner's mobile.

The first trap is motor renewal, with the regulatory timeline for the renewal notice: the broker must have compared and advised beforehand, not afterwards. The second is payment: premiums are often spread through premium finance or SEPA direct debit, and an arrears reminder should point to the finance house or insurer rather than ask for payment to the brokerage. The third is farm business: farmers reply on WhatsApp in the evening, and the 24-hour WhatsApp window has to be managed to answer with a free-form message.

With the DPC so present, Irish firms have learnt to document their processing. WhatsApp must appear in the record of processing with its purpose and retention period, and documents received (licence, proofs) should be moved to the file and removed from the thread.

Frequently asked questions

Does the Consumer Protection Code 2025 change anything for WhatsApp?

The revised code, applicable since 24 March 2026, raises expectations on digital communications, clear information and vulnerable customers. WhatsApp is not prohibited, but the firm must control the channel, retain the exchanges and be able to produce them.

Can an Irish broker send offers on WhatsApp?

Only with prior consent compliant with the ePrivacy Regulations and the GDPR, recorded on the client record. Service messages about an existing policy do not require marketing consent.

Does the brokerage need an Irish number for WhatsApp?

It is not a technical requirement, but a +353 number reassures clients and avoids suspicion of fraud. The number must be dedicated to the firm and connected to the WhatsApp Business API.
